How to I avoid fading in the effect?

I want to add a low level dust cloud to a scene. When I load up particle illusion and choose Smooth Fog Bank 01 (pretty much what I want) it loads the effect but the effect always fades in and builds. I want it to be fully onscreen from frame 1 and i don’t want it to build on top of itself. How do I do this? I can’t for the life of me figure out which control affects the time the effect is in full swing. How do I get rid of this fade in?

Under the emitter properties there is a “preload frames”.

If that doesn’t do what you want, why not just let the effect build up and then start your render at frame 30 or 60 or whatever?
